I have recruited Inez and completed her first quest but when I visited the workbench to upgrade her weapon and armor everything was still locked. I’ve completed all of the quest in paradise island, reloaded, restarted the game to no avail. 

Same issue. Obsidian, please add a way to obtain her mod upgrade for those of us experienced this bug.

Having the same issue too, also i have the speech bubble bug. Inez and Niles both have permanent speech bubbles over their heads and no amount of talking to them will make it go away.
