Restricted Access Perk No longer Functioning cant seem to fix either

I chose the restricted access perk and after a short while, all the extra items disappeared from the vending machines, I do have the blank blocks that say restricted even in places they don't belong like my own inventory, I however also downloaded the console enabler along with a mod to re-customize my character, including perks, and removing and re-adding has changed nothing.

( I also have the character repeating dialog, though not super annoying or anything, val will actually give you advanced security keys upon re-entering your ship over and over, so exploit, I suppose )
