For some unknown reason I have permanent 100% chill reduction. This stays even if I am wearing no armor, have no mutations active, and have not consumed any food or smoothies.

When I go into the ice cream cart, the chill bar appears but the chill level never increases.

This is handy but I don't think it is supposed to work like this.

Is anyone else experiencing this?

I've noticed that freezing occurs more gradually based on armor worn and consumable buffs compared to sizzle with appropriate gear and buffs. I would assume this is just due to balancing being needed between these two. Progression of environmental effect somewhere in the middle of those two would seem appropriate.
