SPOILER (I think) Easter egg/hidden note??

Scattered around the podium where Tully stood, you find many scattered notes, I looked at all the notes and I noticed one, on top of the podium, looked not as neatly wrote out. Like any person who loves lore, I stared at this note for a while and I realized…. If you read the first letter of each word on the note your get “Please help me I’m being controlled”

my theory is, that the hat he was wearing during the ceremony thing, covers up an orc device or some kind of mind control device, either controlled by the mysterious stranger or another outside force.
