Unable to finish Story

Hello! 

I have a weird bug? I talked to burgl's head, and it says "answer the comms array" but when i talk to her i either have "never mind" or "i still have things to discuss" 

I have gone through all of it...am i missing some part of the final quest?

I'm hoping someone can help because I can't continue the game and I want to experience the end game stuff
