Friend and I can’t be in same multiplayer game

My friend and I can’t play together. We can join the same person on multiplayer and play, but if the other tries to join that multiplayer lobby, the other gets kicked. Vice Versa. Can’t join multiplayer lobby either a 4098 error or network 3: 63 error.
 

example: I’m in game with X friend. My other friend tries to join game, I get kicked, and they fail to join.
example: friend is in game with X friend. I try to join, my friend immediately gets kicked and I fail to join.

I’ve tried everything.
