How are Ciphers Focus gain adapted to Turn Based?

Hello!
The title pretty much says it all. I'm planning on making an MC with cipher ascendent and would like to try TB mode this time. My only concern is whether the Focus gained between turns is adapted to this game mode. Since it's only one attack per turn, I imagine that if the focus gain mechanics in TB are the same as in RTWP, the cipher will cast his spells around the 3rd or 4th round, which is pretty bad for a turn-based game. Could someone with experience in this mode clarify this for me? Or maybe I'm misunderstanding something. Thanks!
