Placing sprig/acorn railings is bugged?

I'm able to place railings on the Corner Stairs (grass, acorn whatever) but not the Int. Corner Stairs. Is this a bug or intentional? I've tried in both survival and creative and the only option to put the railings is below the stairs and attempting to put them on top gets an "unsupported" error.
