Multiplayer doesn't work on Steam anymore.

I've had Grounded since early access on steam.  I played numerous games online with friends.  I haven't played multiplayer for almost 2 years and when I tried to play today neither my friend or I am able to host a multiplayer world.  It doesn't matter whether we have crossplay enabled or disabled, and whether we select Shared world or   In all situations crossplay shared world, crossplay standard world or crossplay disabled standard world the person trying to create the host gets the following error message.

ConnectToNetwork: Failed: 3: 63

 

that dialog box is presented from either of us trying to startup a host so clearly something has changed that broke multiplayer.  The patch 1.4.7 was installed when I signed into the game so we are both on the latest version of the game on steam.
