In the Our Dreams Divide Us Still quest I get the objective to find the Steel Garrote at Mt. Forja but the quest marker won't leave the elevator shaft and when I go to the Quarry, nothing happens. Loading an earlier save does nothing either.

Weird, I loaded it up again and Alefyr finally spawned and the quest marker started working properly.
