Totem "Restored Scales of the Oathbinder" bonuses not working all the time

I am playing through the xbox app on my PC, the Totem "Restored Scales of the Oathbinder" bonuses will turn off after some time. I'm not sure if it's on area load or what. You can fix it by saving/reloading. It is easy to test this because I am playing a crit build and sometimes I don't get fire status buildup, while other times I do.
