Can't turn it in.  Quest giver won't talk to me anymore.

I don't know where else to report bugs.

I'm having the exact same issue. I peacefully spoke to the Steel Garrote woman to get the ring, but I can't talk to Vemas to turn it in.

Same issue here. I even went back to Ranger station and kept trying to talk to Carnet after I initially peacefully talked to her. After several attempts of trying to talk to her again it prompted the dialogue all over again but this time I fought her, won, got the ring but still can't talk to Vemas. So Debt of Blood sidequest still in limbo.
