I went to go turn this one in and apparently I'm missing proof?  Somehow?  Despite vacuuming up everything in those ruins?  So I went back, and, yeah, there's nothing to loot.  There's no proof to gather.

Same situation here. Numerous saves loaded and nothing. I loaded the save before i attack them and what? Crusta don't spawn, that's why i only have one of the needed items. I don't know if somebody have same problem, but seems like a bug of some sort. Crusta's spawn is around the stone in the middle, what i saw in some videos.

Unfortunately I am also having this problem. Reloaded a few saves and Crusta did not spawn. I also tried to progress more and Crusta still did not spawn. Am sad 

Same issue here, only Congesar has spawned in for me.  Reloaded multiple saves, tried killing everything, Crusta just isn't here.  What a let down, getting this far into the game completing everything just for one bounty sidequest to be bugged and keep you from getting the achievements

Hey, weird thing hop this helps I just ran into this problem and checked the forums seems alot of people are having an issue with the second ogre not spawning. I was walking back to the close by camp going through the farm that was previously occupied by the lizards. There was a bag on the floor with the proof I needed for the bounty. Next to a blue farmer that is dead. In the Beraths Bounty. Have a look around there for a golden sack.

I was unable to find the item, seems to be bugged if the ogre doesn't spawn, if you kill the ogre and don't loot him for a while, or if you kill the ogre and the body goes missing.

I did go on a quest IRL to figure out how to fix this with console commands. It does require a third party tool called cheat engine. Not sure what the rules are here, but I used this tool to spawn the item in my inventory, and I'll give you guys some details on what to do:

I'd like to preface this, I didn't use this program to do anything but fix this bug, I'm hoping the devs add debugging commands in the future to help fix these kinds of bugs. Similar to how you could fix quest bugs in skyrim.

1. Install Cheat Engine 7.6

2. Download the Cheat table created by user cfemen on the forums, it's an attachment at the bottom of the OP's post:

3. Open Avowed, and wait in the main menu before loading your save

4. Open Cheat Engine, and open the file using the open button at the top left. Browse to your downloads or where ever you downloaded the table from step 2 and open it.

5. Now Select a Process, in the top left and choose Avowed and open.

6. Now you should be able to select the checkbox at the bottom of Cheat Engine window:

[ENABLE] Steam 1.0
[Scripts/Engine]
Set Console-Key To F1

7. Load your save in Avowed.

8. Press F1 top open the console and type in the following commands and press enter after each command:

GiveItem ItemDesc_0200_BountyTrophy_Ogre 1
GiveItem ItemDesc_0200_BountyTrophy_Ogre2 1

This will give you the 2 bracelets needed to provide proof of your bounty.

Guys!!! Thanks to @AnthonyHelped's post, I searched around for a while and finally found Crusta's loot in Twinedwood, somewhere west of the Shrine. I don't remember if I encountered Crusta before though.

Anyway try searching around the area near the Shrine. I guess either Crusta spawned in the wrong place by mistake, or a bug caused its loot to appear nearby directly.
