BuggedQuest: Steel Resolve

I killed the ogre and found Ranger Montano stabbed in the back. This started the quest for me. I then freed Ranger Verano next. I did these while I was mapping and not tracking the quest. When I started tracking the quest it told me to "Search root-strangled tree". Now I am supposed to "Meet the Ranger at the designated location", but no one is there. I tried to talk to Rangers Casagrada and Captain Acierno but no luck in getting Dorso to spawn. Dorso is also not at Fior's gate that I've seen in videos.

Summed up: Ranger Dorso is not spawning, rendering the quest bugged out.

I've also got a bug on this. I reside varano and did some other stuff,  triggering the attack on for. I'd anyway wiped out the steel garrote behind the waterfall. Casagrada spawns but won't enter dialog. He just says color commentary when you click chat. I tried reloading and restarting. Playing on Xbox series x.

I am supposed to speak to Ranger Casagrada, and he just spouts some ambient comments when I click on him.

As you can see this was the same issue I had.  I just went and did the other quest goal and the quest did advance, skipping the casagrada bit.

What quest goal did you do? I've done everything in that area, also found some captured guy relating to the quest and talked to the head ranger again, but the only objective I have is talk to Casagrada, and he still won't engage.

PS. I looked up a guide, and there's a note you can find by a tree. If you do this, the quest advances, and you can just skip the bugged part. I attach a pic for anyone running into the same issue, showing where the note is.

So I was having this problem with steel resolve also. Couldn't find the letter by the tree already talked to the lady at the gate and still nothing. Went back to talk to ranger casagrada and he wouldn't trigger the mission. So I went on the litte patio behind him, read a letter on the floor and then while still on the patio I tried to talk to him from up there and for some reason it triggered the mission. I am now progressing. Couldn't say why it worked but it did.
