Is the my blizzard ability supposed to slow ME down?

Ya every time I cast blizzard in close proximity to myself I go all slow motion.  Not sure if this is intended which would make blizzard an ability to not really useful.

Were you able to figure this out? I am having the same issue and I am not sure if it is supposed to be there or not.

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
