I'm unable to complete the Dawntreader quest

I'm unable to complete the final stage of the Dawntreader quest. Caedmon is outside the embassy but Ofryc is missing. Caedmon is talking like the quest is already completed. The map marker for the quest is way over by the Apothecary shop and I can't find Ofryc anywhere around the marker. Attached images are the map marker and the final steps I completed in the quest.

I have this same issue, when I go to the location where the map says he is, the marker spins around and when you look down he is 16.347 meters below. I think that is quite the hike. 

The quest is not finished tho. The kid I saved is sitting next to the aembassy, and when I wanted to go to Emerald Stairs. The lady from the resistance reminded me of growth and rumblings in that cave and people hoping that they would make it out alive. So I guess me not reporting that will have consequences.

I am also in the situation that elroy11981 is in.  Caedmon is outside and it not interactable, Ofryc is no where to be found with a marker that is somewhere below apothecary, and I was informed by the bridge keeper that people are suffering in the cave. So as Elroy state it sounds like not finishing this quest before I start something in Emeral Stairs will prob force me to fail it at some point.    
Is there any way to reset this?
