Same for me. This now the only bounty i have not delivered. Nothing for me to pick up as proof if killing him. Hope you fix it soon. 

Seems fixed in new 1.3.0 patch. thank goodness. though wasn't mentioned in the notes posted.

The last patch fixed the issue for me. As soon as I entered the Emerald Vale I got the token for the bounty and was able to turn it in.

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
