Burgl Mission and missing Item

I'm playing in story mode and I'm supposed to build Burgl Mission Waft Emitter. I'm already with Java machine and have all auxiliary and main chips but the blueprint for waft emitter is missing

You have to buy it from burgle after you turned in the black ant hill super chip, so it should be available for you to purchase in the science shop.
