Can't start the game due to rapid flickering

I recently bought Pillars of Eternity II: Deadfire. I haven't been able to start it though due to issues. On the title/menu screen, There is an occasional flicker. When I start a new game though, it flickers rapidly, especially if I move the mouse around. I've tried messing with the settings and even limiting the FPS, but to no avail. Here are my specs: 

Intel i9 13000k
Asus ROG RTX 4090
32GB DDR5 ram
Resolution: 5120 x 1440 @ 240hz

I haven't installed any mods. Is there a way i can fix this issue and play the game?  BTW Pillars of Eternity 1 works without issues.

Configure browser push notifications
