Shaking the grass does not drop the dewdrops

There are cases in which dewdrops do not fall even when a lot of grass is shaken.

Even if you cut grass with a hammer or an axe, the dewdrops remain in the air.

Me and my friends are having this issue all the time too. Usually when you walk a bit further away from the base the drops start dropping again.
