pillars of eternity wont load saves, or allow new caracter creation unless online, xbox one x, says failed to fetch legal documents please make sure your online?

this game will not load offline on xbox one? is there a way to fix it will there be a patch? it onley works when i go online on my xbox one x. pc version loads fine offline.. but this game wont load. i dont understand it.
