Ants stealing meat from jerky racks

-Description of issue - I have a palisade fence around my 3 story base with Jerky racks on the second floor against a mushroom brick wall. 
When ever I add meat to the racks ants start to accumulate around the fence on the same side as the racks and somehow can steal the meat from the racks.
The racks are 20cm's away from the ants and as I said the racks are up on the second floor (ants are of course on the ground).
