No engagements with melee weapon by default. Bug?

All characters including watcher, companions, hostiles don't have basic 1 engagement point with melee weapon.

There are 0 engagements from Eder, 0 from boars and only 2 from watcher (goldpact paladin/unbroken fighter) with shield.

Is it supposed to be like this or it is a bug?

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
