Axe can chop grass, but can't destroy grass stems?

Recently I've begun noticing that I can chop green and dry grass but can no longer destroy the stems to fully remove the grass blades. I can destroy the stems with a hammer, but not an axe. Anyone else having this issue? I'm using the termite axe currently, and haven't tested the other axes as of yet.
