Adding Quality Enchantment to Item

So I've downloaded a mod that adds/changes a couple of unique armour pieces. But for some reason a few of them don't have the Quality enchantment option at all. They have their own unique enchantments, but I can't upgrade them to Fine/Exceptional/etc

I tried to edit the mod myself to add this, but I can't figure out how. And the documentation available online hasn't helped me. Anyone got any leads?

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
