Rhymer Skeleton effect on a figurine, or a new wizard spell that does the same thing.

I'm looking for a way to make either a figurine that summons skeletons or a new wizard spell that does the same thing. I'd like there to be anywhere from 10 to 50+ skeletons per summon. I'm assuming a Rhymer Skeleton effect could be added to something but im not sure how to do it. Thank you in advance for your help guys.
