Constant stutter coming back to game after DLC

Wanted to try out the game again after my first play through on super nova when the game came out a whiles back. Since then moving around the unreliable and outside the first settlement I get constant drops of 3 to 10 fps. Its up to a point where it's become impossible to ignore, are there any other users on PC who have this problem or is it an isolated case. I have a GTX 1080 and 16 gigabytes of ram and an i7-7700k even went to the extent of doing a complete reset of my pc being paranoid like I am thinking performance was being hogged up somewhere and still no change. :(
