Weevil Shield lost health on installing 7.0 patch

The night before 7.0 was released I made an extra Weevil Shield. So now I have 2 of them. At the same time I patched my current Shield to full health. On installing 7.0 the first thing I noticed was that both Shields were at 1/3rd health. I had made 3 saves of the game before leaving 6.0 as I quit for the night. All of the saves after 7.0 was installed had this problem. One was in a chest, one was in my inventory.
