can't talk to npcs

i can't talk to any NPCs. If I quit and reboot I can talk to the first NPC i try. After that, clicking does nothing until another restart. Playing on steam, all files verified integrity. Have uninstalled and redownloaded. 

anything i can do apart from reinstalling and starting from scratch

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
