Game not allowing to place blueprint down to build

I have been playing grounded for over 700 in game days I have a very large base but after the last update it will not allow me to build in numerous spots which is very frustrating to finish what I'm building.

i have the same thing with floors and walls.  various items can no longer be placed  on the same  floor you are at. they end up at the next floor.
