Playing game 2nd time, game laggs about every 30 seconds

Hi friends. I am playing TOW for a second time around. 

Everything is on highest settings. And the first playthrough was an absolute pleasure. No glitches, no stuttering or lagging, no crashes, it was beautiful.

I am playing on PC. Now I am playing a second game, and about every 25-30 seconds or so, the game starts crazy lagging or stuttering.

Also when I try to take a screenshot with the geforce game bar, the top 1/4th of my screen turns black, and stays there for about 20 seconds, then disappears. But no screenshot is taken.

Nothing has changed on my laptop since the last game. I have the same AV software, AVG. I don't hve any new software, no new hardware.

I am really confused as to what is going on.
