Cannot switch early gun PS4

I have tried holstering and switching the gun to the knife, but the unqeuip, button does not even highlight. I have restarted the game.... but it’s there. If the game is bugged... is it fixable because I do not want to invest more hours, only to find I cannot switch out my early weapon.
