Windows Store version saved games not syncing

I primarily play on my desktop.  I had just played yesterday, and wanted to play some more today.  I pulled out my laptop, fired up the game, saw the Xbox sync dialog pop up, and figured everything was fine.  I clicked on load, and the latest save file was from October (the last time I played on my laptop.)  I had noticed previously, that the Xbox One version of the game wasn't showing my saves from the PC, but I just chalked that up to them being different platforms.  But my desktop vs. my laptop is just weird.  Both computers are running the same version of Windows (1909), and both are up to date on patches and updates.  Other Windows Store games show no issues with saved game syncing - just The Outer Worlds.
