Hey y'all, I am on the quest "solution vital" and I get to the camp and the outlaws are all sitting around BUT the Captain is dead!! He is a pile of ash!!

I've restarted the quest like 10 times and every time he's just not there, I can kill the outlaws and raid his ash-pile and get his gun, but the quest requires I talk to him.

any idea??
