Radio Free Monarch ( Reputation Hostile ) Main Quest

Good evening,

I was doing the Radio Free Monarch main quest, until I had to talk to NPC Graham again, when I go back to Amber Heights all NPCs attack me, even Graham, so I couldn't deliver the quest, and now I'm stuck in the main quest and I can't keep progressing in the story. I checked my Reputation and I am 28% positive and 5% negative with them. I am agreeable and do not realize how this is possible.

If you could help me, I'd appreciate it.
