Was playing last night and was headed east to do a side quest from the botanical garden when all of a sudden the voices and audio went extremely distorted and robotic. 

 

I died and when I reloaded an autosave and approached the same area again, the issue repeated. 

 

Edit: this morning, after a reboot, the issue in the area seemed to be resolved, however there's definitely something hinky going on there.
