Unable to talk to Captain Irion - PS4

Kind of stuck with Vicar Max's quest where I found Irion, killed the outlaws holding him hostage but cannot talk to him. 

Not sure what to do to fix this.

Having trouble with this quest also.  Except my problem is that hes just sitting there, and there is nobody holding him hostage...no outlaws to kill..  ????
