So I found Zoe prior to being given the mission to persuade her to return to 'home'. I now have that mission, I have the episode of the Masked Marketeer. However, now when I approach Zoe I cannot initiate dialogue with her. Anyone know what is up with that, is this a bug? And anyone know a way to resolve this issue?

I also noticed she is injured but not running away - and she did not appear injured when I met her after taking the marauders out. 

 

Edit: found the fix. I had to complete the quest to divert the power first.
