Game freezes 5 minutes after starting every time

The game freezes 5 minutes after start up, regardless of whether I'm in control, in a cutscene, or in a dialogue with an NPC. I've tried verifying the game cache and files, restarting the game, even uninstalling and reinstalling the game itself but it still hasn't done anything.
