Question about "Retrain" and "No rest for the pro" achievement.

Hello guys, 

In my "No rest for the pro" run, I need to retrain several times to renew "Shadowing Beyond". However, after retraining my character, I notice that their HP and fatigue is restored. My question is 
Is retraining your character considered a rest? Does it affect the achievement?
