Cannot initiate final fight with Thaos

Since POE2 will let you import certain feats, namely effigy's resentment and gift of the machine, i went back to an old POE save right before the final zone and even though the cutscene triggered and Thaos appeared, no conversation was begone and when using the highlight button i saw two Thaos labels but was unable to find the second Thaos, nor could i interact with, or force combat with him.

 

Ideally, id be able to find an easy way to start combat (i dont care if it is a console command) and then continue on to import the save.  Failing that, is there a way to build those two feats into a custom history in POE2?
