Bug - combat stuck during dominated via Ringleader

I have a situation where a dominated enemy appears to be both prone and next in the queue to cast.  The game never resolves his spell (or eliminates it via interruption, I guess).  The previous saved game must be reloaded.  Platform is OS X,  10.13.6.
