Garbled Sound While Sailing/Exploring an Island

Description:

Since v4, I've been having a strange issues with sound while sailing or exploring an island.  The framerate has taken quite a dip as well, not just during exploration.  This was not a problem during my first playthrough.  I have tried uninstalling and reinstalling 3 times.  I've even tried using it through GOG Galaxy and installing it as an independent install.  I've included a youtube link to better show what I'm talking about.

 

Any help is welcome!

Configure browser push notifications
