modifying items/equipment via the console?

this is my first post - i've looked everywhere and haven't been able to find an answer to this.

is there a way to add a mod to an item or piece of equipment using existing console commands? ie: i'd like to add "fine" or "exceptional" to clothing because i like the way they look, but don't want to deal with super low armor.

you can do this via the unity console, but that hasn't been updated in a while and doesn't work with current patches. any way to do this via the console?
