Adding mod to an item via console

first time posting - this has been bugging me for *forever*

is there a way to add a mofication to an item or piece of equipment via the console? ie: i want to make a piece of standard clothing "fine" because i like the way it looks, but don't want to take a hefty AC penalty.

you used to be able to do this via the unity console, but it hasn't been updated to work with 4.0+. and even if it did, this is still something i'd like to be able to do.

i've not been able to find info about this anywhere. any guidance is appreciated.
