Question about the AI behavior set and action set cooldown

Is the action set cooldown individual for every action? Take this set as example: https://i.imgur.com/tmWClYW.png

Will my character use debilitating strike then for 20 seconds (assuming I don't have any other conditional set) use normal attacks and then use again the same skill OR

Use the debilitating strike, the cooldown now starts for the skill, use finishing blow, now the cooldown starts for the finishing blow, and after the cooldown have finished for the first skill, it will use again
