Visquis call, trying for the 4th time... nothing helps...

I just can't get past it. In last years it's like my 4th attempt to finish this game, but each single time I'm just freaking stuck there! I can't get the call. I got Red Eclipse fight on my ship, I paid that little guy those 2.000 cash and it still doesn't trigger. Please does anyone know what can I edit in KSE to go forward? Can I somehow skip this quest. Skip the whole Visquis call? Anything that will get me further?
