The Kuaru Craftsman can no longer be bluffed, floating text in combat sometimes sticks on the screen e.g. flanked etc. The second bug goes away after reloading the game.

I should add that I used the console to test the bluff skill on him, even numbers in the 20s wouldn't work. I have a save close to when Maia gives the quest, how much time needs to pass for it to kick in? I'll use the console to skip ahead and see if she gives it, if not I'll just sail around on the ship until she does.
