What does the asterisk (*) mean in the ability details of spells and abilities?

the part I'm looking at is where it says "3.1* endurance..."

 

I just can't find anything or I'm just not search the right keywords. Usually an asterisk means multiplier but there's just no explanation for it anywhere.

I believe it means that you don't get the fractional accumulation until it rounds up to another point.  At least if you watch something like Veteran's Recovery in action in combat, you only see awards of full integer amounts, never decimals.
