How are weapon proficiency modals assigned?

Hello all,

 

I'm trying to add a new weapon proficiency for swords that grants a different modal to Half-Sword. The idea is to allow fighters to choose either of the sword proficiencies on level up. This is how I imagined it might be done:

 

1) Create new abilities for the proficiency and modal in the Abilities bundle

 

2) Create new status effects for the modal in the SE bundle

 

3) Change the fighter's progression table to include the new proficiency - this is where I ran into trouble. I can't find how the proficiencies are rewarded on level up - they don't appear to be in the class progression tables.

 

4) Associate the new modal with the proficiency. I couldn't find out how this was done either. After rooting around in the bundles, I guessed that the modals were associated with the individual weapons and not the proficiencies. They're essentially hidden item abilities that only show up when equipped by a character with the right proficiency. Did I guess right?

 

I added the new modal to "ProficientAbilityID" for all swords in the item bundle, created a new character, consoled in the new sword proficiency, and equipped a sword, but I only got the half-sword modal. Any idea if what I'm trying to do is possible?
